I am trying to place valve notation symbols but there are no control valves in the list.

Make sure you assign each control valve symbol to a zone number using the Zoning command in the Irrigation menu. You must assign control valves symbols to zone numbers just as you do sprinkler symbols. Refer to the videos on Zoning and Valve Notations in the Online Learning Center under the Irrigation Design category.
