I cannot turn off the layer for the sprinkler arc patterns.

Check to make sure that the layer for the sprinkler arc patterns is not set as the current drawing layer. You cannot turn off the current drawing layer in DesignCAD. The current drawing layer will have a small pencil to the right of the light bulb and pad lock in the DesignCAD Options dialog box on the Layer tab. Change the current drawing layer to another layer assignment and you should now be able to turn the sprinkler arc pattern layers on or off.
